My Phoon setup these days consists of heavy neuts and torps, and with the ROF boost that torps recieved and it's large drone bay it's doing quite nicely. Fitting a 9km scram instead of a web, I can either outrun ships that don't have an MWD, or kill off the enemy MWD with an overheated 2 point scram that I pulse once and then wait and see if they try to reactivate their MWD. If the overheated scram gets too damaged during combat, I can actually repair it *while still in combat* and then continue.
I've very easily defeated multiple Blasterthron and Blaster Hype pilots using this technique, along with Nos/Neuts/Torps/Drones. Oh wait, I'm giving away all my secrets. 
The Tempest is extremely effective with dual neuts and 800 ACIIs. It's main problem is Ravens, but then again all BS at this point are going to have problems with Ravens with their 1000+ DPS and 30km range. It's really unbalanced. The Tempest's 5th mid allows for a 24km point, a web *and* an additional 9km 2 point scram to kill MWDs. It's very effective when combined with the standoff range of Barrage, something that blasters don't provide.
I've never really liked the Maelstrom, as it's a shield tanker and I just can't abide shield tanking. However, Maelstrom + HG Crystal set + a sprinkling of faction tanking gear = OMG. So increadably broken.
I love my Hurricane. Fastest base lock speed of all BCs. It's terrific. I'd fly a Sleipnir, but it's just too horribly ugly to look at. And yeah, Sleipnir + HG Crystals = WTF.
Broadsword is just amazing. I've always loved the Rupture, and the Vaga is still extremely good after the nerf, becoming the overgrown interceptor it always was instead of the freak of nature it's been for the past two years. The Muninn is just sad, and as I really love the Rupture hull that ****es me off.
I still really like my Rapier and Huginn, even after the nerf. They're still fast(ish) and do reasonable DPS when compared to the other recons, and their webs are still fairly effective, but they arn't the instant death that they used to be to small ships. Maybe that's what happens when things are 'balanced' a bit. None of the above ships have any problems fighting their counterparts on SISI.
The Rifter and the inties are still doing very well, as is the Jag and Wolf. In fact, the Jag is now pretty nasty with a massive passive shield tank and increased speed. With the lack of webbing in effect the Jag is now extremely dangerous to larger ships. It makes an excellent tackler.
Dreads? Meh. Carriers? Meh. Who solos a POS with a Dread? Who flies a Carrier without support? If you do, you're foolish. The differences between the various racial Dreads and Carriers respectively is kinda moot. The point is, you either have a capital ship to field or you don't. I'd bet that 99% of the time the DPS differences or other racial differences in your capital ship won't make or break any single battle. It's usually down to the pilots, not the ships. Particularly in the case of captial ships.
